The mandate of the Department of Sport,Recreation, Arts and Culture (DSRAC) is drawn directly from Schedules 4 and 5 of the Constitution of the Republic of South Africa, 1996, which describe the functional areas of exclusive provincial legislative competence.

These include archives other than national archives, libraries other than national libraries, museums other than national museums, provincial cultural matters, provincial recreation and amenities and provincial sport.

The Department also has a role in supporting and monitoring local government with regards to amusement facilities, local amenities and local sports facilities, markets, municipal parks and recreation facilities.

In response to this mandate, the aim of the Department of Sport, Arts, Culture and Recreation is to ensure access to, increased participation in, and transformation of the sport, arts, culture and recreation sectors in a manner that yields optimum social and economic benefit for all in the province.

Also promotes nation-building and social cohesion among its people. In discharging its role, DSRAC operates using a corporate structure with a head office, and hubs in clusters.

Nonceba Kontsiwe

Place of Birth:
Hon MEC Nonceba Kontsiwe was born in kwaNondundu Village in an area called kwaKhontsiwe at Phelandaba in Sterkspruit, Herschel. MEC Kontsiwe attended Primary education from Khontsiwe Bantu Community School in the 1960s and later moved to Nompendulo High School in Zwelitsha in 1976. That was the year her political activism was cultivated. She later moved to Fillip Mtywaku High School in Peelton where she matriculated.

MEC Kontsiwe is in position of a BA Degree in Social Science obtained in 1997 and Higher Diploma in Education (HDE) obtained in 1998 both from the University of Fort Hare. She further obtained a Certificate in Economic Development and Labour Practise from the University of Western Cape (UWC) in 2009 and a Certificate in Economic Development & Policy from Wits University in 2021. She is currently studying towards a Masters Degree in Public Administration at the University of Fort Hare.

ROLE IN THE AFRICAN NATIONAL CONGRESS (ANC)
Though MEC Kontsiwe’s political interest was awakened by the events of 1976, she was sharpened in the trade union environment. She is one of the founding members of NEHAWU in 1987. She has occupied many leadership roles while she was a NEHAWU shopsteward which include being a NEHAWU Provincial Gender Coordinator. Later in the years, MEC Kontsiwe was elected as the Provincial Treasurer of COSATU, a position she served for two terms until she became a Member of Provincial Legislature in 2014.

MEC Kontsiwe has served in various positions in the ANC including being a Branch Secretary of the then Ward 13 ( Sweetwaters) which was later named Wilton Mkwayi Branch after consulting with the family of the late Veteran Comrade Wilton Bribri Mkwayi. Later she was central to the establishment of an SACP Unit in Sweetwaters and later an SACP Branch called Braam Fischer Branch. She was elected as Branch Secretary, a position she occupied for years.

Later became a Deputy Chair of the Buffalo City SACP Sub-District. While serving in the Sub-District we worked toward realignment of the two Districts now called Skenjana Roji ( Buffalo City) and Ncumisa Kondlo ( Amatole) SACP Districts. As an ANC member in 2009, Kontsiwe was elected as the Member of the Provincial Executive Committee (PEC) in the Provincial Conference held in River Park in East London.

When the ANC celebrated its Centenary in 2012, Kontsiwe was deployed to criss-cross the Eastern Cape Province with Centenary Flame of the ANC celebrating the 100 years of its existence as a Liberation Movement. In 2013, she was elected again as PEC member after the ANC Provincial Conference which was held in Nelson Mandela University in Port Elizabeth. In 2017, she was elected as the PEC Member following the ANC Provincial Conference was held in East London ICC. She is still a PEC member of the ANC.

Sibongile Mpofu

Ms. Sibongile Mpofu has worked in the NGO and the public sectors for more than 20 years, where she has been involved mainly in the areas of policy, research, strategy development and implementation, among others.

Ms. Sibongile Mpofu has worked in the NGO and the public sectors for more than 20 years, where she has been involved mainly in the areas of policy, research, strategy development and implementation, among others. She has held senior management roles at various organizations across a range of sectors, including land affairs, urban and rural development, public administration and, most recently, human settlements. Before joining the Department, Ms. Mpofu had worked for the Housing Development Agency, where she had acted as the Chief Operations Officer and had been the Head of Intergovernmental and Stakeholder Relations. Before that, she spent six years as a Senior Manager: Planning and Coordination in the Office of the Premier in Eastern Cape. Other organizations she has previously worked for include: the Independent Development Trust, Department of Land Affairs, Border Rural Committee and the East Cape Land Committee. Ms. Mpofu holds a Master of Arts (MA) degree in Development Studies from the Nelson Mandela University and a B. Soc. Sc. Degree from the University of Cape Town. She has a number of published articles on women, land rights and development. She is in the process of registering for her Doctorate.
